  De Hoop Dam to boost Limpopo water supply

The De Hoop Dam in Limpopo is to be commissioned on Monday, 24 March, Cabinet said on Thursday.

Briefing reporters on the outcomes of a Cabinet meeting, Acting Performance Monitoring and Evaluation Minister Angie Motshekga said the fourth biggest dam built since democracy will help drive economic activity, create jobs and aid service delivery in Limpopo.

“More than 800 000 people in the Sekhukhune area will benefit from secure and improved domestic water supply, while new mining and agricultural activities will also benefit from the supply of water,” she said.

Municipalities in the area, supported by national and provincial government, have invested an additional R3 billion in infrastructure to treat and distribute water to rural domestic and urban users.

Cabinet also expressed satisfaction at the planned launch of the Lesotho Highlands Project Phase II on 27 March.

“The project is a prime example of what can be achieved when neighbouring countries cooperate and work towards a common goal. The development of mutual water resources is significantly contributing to the peace and prosperity of the Southern African region and the welfare of its people,” said Minister Motshekga. - SAnews.gov.za

Government has welcomed the release of the Public Protector’s final report into security upgrades at President Jacob Zuma’s private residence in Nkandla, Justice Minister Jeff Radebe said on Wednesday.

Briefing journalists after a Cabinet meeting in Pretoria, Minister Radebe, flanked by several ministers, said Government re-affirmed its respect to the Constitution, including Chapter 9 institutions, and noted that most of the recommendations made by the Public Protector were already being implemented.

“Government welcomes the release of the final report by the Public Protector into security upgrades at President Jacob Zuma’s private residence at Nkandla.

“Government will reflect on the findings and recommendations contained therein with a view of determining a way forward,” Minister Radebe said, noting that the report confirmed the essential findings of government’s own investigations into the project.

He said government has, throughout the entire process, respected Public Protector Thuli Madonsela’s right to investigate the matter, but maintained that it also had a right to conduct its own investigations into maladministration.

“It is now common cause that there was no political interference in the execution of the project and its investigation by the office of the Public Protector.

“Furthermore the Special Investigative Unit (SIU) is seized with this matter with a view to bring to book those in the public and private sector who are implicated in wrongdoing.

“We note and welcome that the report is categorical in stating that no public funds were used in building the private residence of the President,” Minister Radebe said.

Minister Radebe also said the SIU investigation into maladministration by public and private sector officials was at an advanced stage, and added that the report would guide government into what disciplinary action would need to be taken.

“The report will be forwarded to the National Prosecuting Authority (NPA) for prosecutorial consideration.

“The Department of Public Works has developed a revised policy and norms and standards for management and control of particular Prestige Projects.

“It closes the loopholes identified by the government investigation reports such as approval systems, financial delegation and tightens controls on supply chain processes. Further to this policy, the financial delegations to regional officials in Prestige Projects has since been withdrawn.

“The Department of Public Works has finalised the cost apportionment of the project for recovery of funds from SA Police Services and the Department of Defence,” the Minister said.

Minister Radebe called on law-enforcement agencies to leave no stone unturned during its investigations. – SAnews.gov.za

  CPI rise in February

The Consumer Price Index (CPI) rate rose to 5.9% in February, Statistics South Africa (Stats SA) said on Wednesday.

In January CPI -- which the South African Reserve Bank (SARB) uses to target inflation -- rose to 5.8%.

The Reserve Bank targets inflation between 3% and 6%.

Wednesday’s data was in line with market expectations.

On average, prices increased by 1.1% between January 2014 and February 2014, Stats SA said.

On a monthly basis, prices rose by 1.1%, mainly pushed up by the transport category, which contributed 0.2 percentage points to the monthly increase, food and non-alcoholic beverages.

Nedbank economists said the inflation outlook remains poor with CPI expected to breach the upper end of the Reserve Bank’s target range in next month’s figure. CPI is expected to remain above the range into the first half of 2015 due to a weaker rand and higher food prices.

“The inflation outlook remains poor in the short term, as the rand is still vulnerable despite its recent strengthening. However, we believe that the weaker growth picture may convince the MPC [Reserve Bank’s Monetary Policy Committee] to keep rates on hold next week, but there is a possibility of another 50 basis points hike towards mid-year as inflation rises above the 6% upper target,” said Nedbank.

In January, the bank raised the repo rate by 50 basis points to 5.5%. The bank will make an announcement on rates tomorrow afternoon. – SAnews.gov.za

  Communities urged to stop illegal water connections

Bela Bela - Water and Environmental Affairs Deputy Minister Rejoice Mabudafhasi has urged members of the public to stop any illegal connections and share water equally.

Mabudafhasi was visiting the community of Rapotokwane near Bela Bela on Tuesday, where she officially opened boreholes that have been rehabilitated as part of the department's augmentation and water shortage intervention.

“We are aware of the plight that the community of Rapotokwane is experiencing due to insufficient groundwater. However, the little water that is available is consumed by invasive alien plants and illegal connections, amongst others," said Deputy Minister Mabudafhasi.

"I appeal to the community to stop illegal connections, as the existing water infrastructure is meant for communal standpipes not yard connections.”

The deputy minister said the event came at the time when the department was also observing National Water Week, which is celebrated from March 17 to 23 under the theme ‘Celebrating 20 years of Water Delivery for Social and Economic Development’.

She said the department worked with the Bela Bela local municipality to refurbish seven boreholes including a hand pump, while two boreholes were currently being refurbished.

“We are confident that these two boreholes will also be operational in no time as part of our short term solution to the water challenges in this area," Deputy Minister Mabudafhasi said.

The deputy minister said South Africa was losing 37% of water through leaks, which translates to R7 billion per year.

She said the department initiated the War on Leaks project, which is currently being implemented at different municipalities across the country.

She said the project is aimed at eradicating water leaks in households, schools, clinics and other public buildings, training of unemployed youth with basic plumbing skills and job creation.

“I appeal to all water users to use it wisely and sparingly. Water can be made available but if we do not conserve it we will still experience challenges,” Deputy Minister Mabudafhasi said.

A resident from Rapotokwane village, Lazarus Ledwaba, said the area had struggled for a long time without clean water.

"Finally, our community will now have running water. The long walk to fetch water will be a thing of the past if we protect our boreholes and conserve our water," Ledwaba said. - SAnews.gov.za

  Baby Proteas rewarded

Johannesburg – The SA under-19 cricket team has been awarded a R200 000 cheque for winning the ICC Junior World Cup final in Dubai earlier this month.

The Baby Proteas squad joined senior government officials from Joburg’s Park Station on an open bus showcasing their trophy, and headed towards Nelson Mandela Square in Sandton, where Sports Minister Fikile Mbalula presented the cheque to them.

“… We put these young players on an open bus because they deserve it and they are champions.

“This is what we are about as a nation - winning and winning for our people. We can’t ask for more when we talk about the foundation of building a success story for this great nation of the late former President Nelson Mandela,” said Minister Mbalula to great applause from the crowd.

He thanked the parents of the young cricket players for allowing them to share the moment of glory with their fellow South Africans.

“This is their story. They have a great future ahead of them. Cricket SA and government will look after them. We will never forget what they did for South Africa,” he said.

Asked how they managed to beat their opponents, the team’s captain, Aiden Markram, said: “I think it was just a balance of self-belief and discipline, with each player sticking to our game plan. At the end of the day, we were fortunate enough to be on the winning side.

“We had very good preparations ahead of the tournament, but after our first victory, the mood was very good at the camp. It gave us the winning momentum and fortunately, this also worked out very well for our team.”

Markram said the team is humbled by the support from the nation. “We never expected this overwhelming support at all and this makes us happy. We appreciate it, as this is one of our great moments in our lives.”

Markram said the bar has now been raised for the team to do even better. “We do feel the pressure … but as players, we will deal with it by ensuring that we divert such pressure by defeating our opponents.”

This victory speaks directly to the objectives of National Sport and Recreation Plan in addressing the development and transformation agenda and of recognising excellence in sport. – SAnews.gov.za
