SANRAL clarifies issue of huge e-toll bills |

The SA National Roads Agency (SANRAL) says that people who have received a huge e-toll bill have failed to comply with the timeframes stipulated in the enforcement of e-toll violations.
SANRAL spokesperson Vusi Mona explained that the fee collection process can be divided into three stages, which include the seven days grace period, the debt collection process by the Violations Processing Centre and the prosecution using the Criminal Procedure Act.
“We want to reiterate that when you register your vehicle and obtain an e-tag, you enjoy the benefit of a 48% discount and other mark-downs based on time of day and frequent use. In addition, the maximum amount that you can be charged is R450 per month for an ordinary light motor vehicle,†Mona explained in a statement.
However, Mona warned that motorists, who do not have an e-tag, do not get all these benefits and if they do not pay within the stipulated seven days, there is an additional cost incurred.
“If we take the scenario of a registered road user who has an outstanding balance of R100, his unregistered or register user without an e-tag (VLN user), would be expected to pay R192.31 because he would not have the benefit of the 48% discount.
“If the road user (registered or unregistered) fails to pay the within the seven days grace period, the bill would escalate to R576.93, the full alternative fee, which is payable if 60 days go past. However, if the road user pays 30 days after the grace period, he would get a 60% discount on the R576.93, which would reduce the bill to R230.77.â€
Mona further explained that if the road user pays the bill between 30 and 60 days after the seven day grace period, they get only a 30% on the R576.92, which would reduce the bill to R403.85.
“The final step in the process is that if a road user fails to pay the R576.92, the offense will be handed over to the Prosecuting Authority and will be dealt with in terms of the Criminal Procedure Act. Failure to comply with this could result in a criminal record,†said Mona. - SAnews.gov.za

The stage is set as 16 teams continue to arrive for the final battle to lift the coveted trophy of the Orange African Nations Championship South Africa 2014, set to begin from 11 January till 1 February 2014.
On Monday, the LOC announced the arrival of Zimbabwe for the Orange CHAN 2014. The Southern African team descended on South African soil at 8:45am at the OR Tambo International Airport.
Making their third appearance at this tournament, the Warriors prepare to battle it out in a tough Group B showdown that boasts Morocco, Uganda and Burkina Faso, all set to be played at the Athlone Stadium.
Zimbabwe kicks off their campaign on Sunday, 12 January against Morocco at the Athlone Stadium at 5pm.
This brings the total of the teams in the country to 7 with the arrival of Mali, Libya, Gabon, DRC, Mauritania and hosts South Africa.
Orange CHAN 2014, to be hosted in South Africa from 11 January to 1 February 2014, takes place in Cape Town for Group A and B at Cape Town Stadium and Athlone Stadium respectively, and in Mangaung for Group C at the Free State Stadium, as well as in Polokwane for Group D at the New Peter Mokaba Stadium.
Fans are reminded that today is the beginning of the Phase 2 Ticket Discount period offering up to 15% discount for tickets bought between 6 January to 18 January 2014.

Johannesburg - Siphesihle Sithole, 18, from Soshanguve in Pretoria had to study for his 2013 National Senior Certificate matric exams using a candle.
This was due to socio-economic challenges that his big disadvantaged family struggled through. But despite this, Sithole tells of how he could not describe his excitement when he received a call from Basic Education Minister Angie Motshekga’s office telling him he was amongst the top 10 national achievers from the Class of 2013. Motshekga is announcing the 2013 Matric results this evening.
Sithole, who sharpened his pencil at the Makhosini Combined Secondary School in Soshanguve, said he was glad to have been named amongst 2013’s top achievers despite his difficult circumstances.
“I remember shortly after our June trial exams started, we didn’t have electricity at home and I had to complete the exams using a candle.
“I just had to adjust to using a candle to study at night but did most of my studying during the day,†he said.
“The word ecstatic is an understatement and can’t even begin to describe how I felt when I received that call. I’m over the moon,†he said.
While Sithole said he had not been told what symbols he obtained, he had specialised in Mathematics and Physical Science and that he had been accepted to study Chemical Engineering at the University of Pretoria this year.
About 25 learners were invited by Motshekga when she announced the matric results at the SABC studios in Auckland Park on Monday.
Sobantu Nyalunga, 17, from the Wattville in Benoni, east of Johannesburg, said while he was a bit excited after receiving a call from the minister’s office on Friday, the excitement is still clouded with a bit of anxiety as he awaits to receive his full statement of results to see what symbols he has obtained.
“After the minister’s office called with the good news on Friday, anxiety still kicked in and I immediately lost my appetite,†he joked.
Nyalunga said he has been accepted to study Chemical Engineering at the University of the Witswatersrand this year.
He also said that he wants to use his passion for chemistry to create jobs upon completion of his degree, and to hopefully make it to invest in engineering business ventures. – SANews.gov.za

Public Service and Administration Minister Lindiwe Sisulu has called on public servants to use 2014 as the year of excellence within the public service as the country marks the 20th anniversary of democracy.
“The year 2013 has been challenging yet rewarding as we established the National School of Government and tabled the Public Administration Management Bill amongst other things to ensure that we have an efficient public service that is able to meet the needs of its citizenry,†Sisulu said on Sunday.
Sisulu said the New Year poses a number of challenges for the public service as South Africa celebrates the 20 years of freedom.
“I call upon all public servants to ensure that they celebrate this milestone by ensuring that no member of the public will come to any of our public institutions and go back without receiving help.â€
Sisulu added that in the New Year her department will continue putting measures in place to ensure a fully fledged school of government aimed at improving skills within the public service.
“We will also push for the passing of the PAM Bill in Parliament as we realise that in order to achieve the public service that we seek to create the bill is a necessary tool in helping us achieve our goals,†she said.
Sisulu further called on members of the public to participate in the public hearings and ensure that their voice is heard.
Much was achieved through partnerships with various sectors of society on the objectives the department had set itself such as building a clean and accountable government and professionalisation of the public service amongst others.
“As part of the wage agreement reached in 2012, government together with labour signed the Service Charter aimed at improving services in the public service. “Furthermore to address issues of compliance within the public service we established the Office of Compliance and Standards, which is currently doing work in the North West and Limpopo Provinces,†she said.
The past year also saw the rolling out of E-disclosure system in partnership with the State Information Technology Agency across all national and provincial government departments.
The fight against corruption, she added, remained one of the greatest battles that government will continue being involved in until is completely eradicated.
Sisulu also commended public servants for the hard work that they are doing in various departments and institutions. – SAnews.gov.za
